৩৭ তম বিসিএস ফেব্রুয়ারিতে
বাংলাদেশ সিভিল সার্ভিসের (বিসিএস) ৩৭তম নিয়োগ প্রক্রিয়া শিগগিরই শুরু হতে যাচ্ছে। ফেব্রুয়ারিতে প্রায় ১ হাজার ২০০ পদের নিয়োগ বিজ্ঞপ্তি প্রকাশের প্রস্তুতি চলছে বলে জানা গেছে। ২০১৫ সালের ১৭ নভেম্বর জাতীয় সংসদে মেহজাবিন খালেদের এক প্রশ্নের জবাবে জনপ্রশাসনমন্ত্রী সৈয়দ আশরাফুল ইসলাম ২০১৬ সালের জানুয়ারিতে বিসিএসের ৩৭তম সার্কুলার হওয়ার বিষয়ে আশাবাদ ব্যক্ত করেছিলেন। মঙ্গলবার দুপুরে জনপ্রশাসন মন্ত্রণালয়ের দায়িত্বশীল এক কর্মকর্তা জানান, খালি পদের একটি তালিকা তৈরি করা হয়েছে। কয়েক দিনের মধ্যে এটি প্রধানমন্ত্রীর কাছে অনুমোদনের জন্য পাঠানো হবে। নিয়ম অনুযায়ী, প্রধানমন্ত্রীর অনুমতি পেলে জনপ্রশাসন মন্ত্রণালয়ের পক্ষ থেকে নিয়োগ প্রক্রিয়া শুরুর জন্য পাবলিক সার্ভিস কমিশনে (পিএসসি) পাঠানো হবে।জানা গেছে, প্রশাসনে ২০০, পররাষ্ট্রে ২২, পুলিশে ১০০, স্বাস্থ্যে ২২০ এবং শিক্ষায় ২৮০সহ প্রায় ১ হাজার ২০০ পদে নিয়োগ হবে। সর্বশেষ ২০১৫ সালের ৩১ মে ২ হাজার ১৮০ পদের জন্য ৩৬তম বিসিএসের বিজ্ঞাপন দেয় সরকার। এর বিপরীতে চলতি মাসের ৮ তারিখ লিখিত পরীক্ষা অনুষ্ঠিত হয়। এর আগে ৩৫তম বিসিএসের প্রিলিমিনারির পর লিখিত পরীক্ষার ফলও প্রকাশ হয়েছে। ৩১ জানুয়ারি থেকে মৌখিক পরীক্ষা শুরু হওয়ার কথা রয়েছে। এতে ১ হাজার ৮০৩ জন ক্যাডার নিয়োগ পাবেন। এদিকে গেল বছরের ২৯ আগস্ট ৩৪তম বিসিএসের সব পর্যায় পেরিয়ে ২ হাজার ১৫৯ জনকে নিয়োগের সুপারিশ করেছে পিএসসি।

দীর্ঘ সময় পর সরকারি প্রাথমিক বিদ্যালয়ের প্রধান শিক্ষক পদে সরাসরি নিয়োগের অনুমোদন দিয়েছে সরকার। সরকারি কর্ম কমিশনের (পিএসসি) মাধ্যমে শূন্য পদে প্রায় পাঁচ হাজার প্রধান শিক্ষক নিয়োগ দিতে দ্রুতই বিজ্ঞপ্তি প্রকাশ করা হবে বলে জানিয়েছেন প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়ের সচিব মো. হুমায়ূন খালিদ।
তিনি জানান, সহকারী শিক্ষকদের মধ্য থেকে পদোন্নতি দিয়ে ৬৫ শতাংশ এবং বিজ্ঞপ্তি প্রকাশের মাধ্যমে বাকি ৩৫ শতাংশ নিয়োগ দেওয়া হবে।

প্রধান শিক্ষক পদ খালি আছে। এরমধ্যে, নতুন করে সাড়ে চার হাজার প্রধান
শিক্ষক নিয়োগ দিতে বিজ্ঞপ্তি প্রকাশ করা হবে। প্রধান শিক্ষক পদে সরাসরি
নিয়োগযোগ্য চার হাজার ৫১২টি শূন্য পদ পূরণের লক্ষ্যে সরকারি কর্ম কমিশনে
প্রস্তাব পাঠানো প্রক্রিয়াধীন রয়েছে বলে জানান মন্ত্রণালয়ের সংশ্লিষ্ট
শাখার কর্মকর্তারা।
মন্ত্রণালয় ও প্রাথমিক শিক্ষা অধিদফতরের
কর্মকর্তারা জানান, প্রধান শিক্ষকের পদ শূন্য থাকায় বিদ্যালয়গুলোতে
একাডেমিক কার্যক্রম বিঘ্ন ঘটছে। কোনো কোনো বিদ্যালয়ে সহকারী শিক্ষকের পদও
শূন্য।
এতে সহকারী শিক্ষকরা প্রধান শিক্ষকের
অতিরিক্ত দায়িত্ব পালনে স্থবির হয়ে পড়ছে শিক্ষা কার্যক্রম। এ প্রেক্ষাপটে
নিয়োগ দিতে উদ্যোগ নিয়েছে প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়। দ্বিতীয় শ্রেণির
নন-ক্যাডার পদে নতুন করে ৩৫ শতাংশ প্রধান শিক্ষক নিয়োগ দেবে পিএসসি।
দ্রুত নিয়োগ দিতে প্রধান শিক্ষেকের পদে
সরাসরি নিয়োগের ক্ষমতা চেয়ে প্রাথমিক ও গণশিক্ষা মন্ত্রণালয় গত মার্চ মাস
থেকে চিঠি চালাচালি করছিল। কিন্তু তাতে আর সফলতা আসেনি।
এদিকে সহকারী হিসাবে দায়িত্ব পালনের পর ২০
হাজারেরও বেশি সহকারী শিক্ষক বর্তমানে পদোন্নতির যোগ্য বলে জানিয়েছে
মন্ত্রণালয়। বাকি ৬৫ শতাংশ সহকারী শিক্ষকের মধ্য থেকে পদোন্নতি দিয়ে প্রধান
শিক্ষক করা হবে।
